the new york post says mamdani signed $8.9 million for trans kids' care. nobody has signed anything. we read the paperwork so you don't have to.

"Mamdani admin signs $8.9M contracts for 'gender-affirming' care for minors," the New York Post announced on Tuesday afternoon, scare quotes and all. By evening the screenshot was doing numbers with exactly the accounts you would guess.

So we went and read the actual document. It is short, it is public, and it does not say that.

what the city actually posted

What New York's Health Department published in The City Record on Oct. 6 is an Intent to Award notice. It says the department "intends to process a Negotiated Acquisition," because "there is a compelling need for gender-affirming care services that cannot be met timely by competitive sealed proposals." It names two organizations it would negotiate with, Callen-Lorde and the Nonprofit Organization for Philanthropic Initiatives, and it invites any other provider who thinks it can do the work to email in by Oct. 16.

The services are "the prescription and administration of puberty-blockers and hormone replacement therapy" for patients under 18, from licensed New York providers, "consistent with state laws governing parental consent." No surgery appears anywhere in it. The proposed contracts run Feb. 1, 2027 through June 30, 2029, and the "total estimated procurement value" is $8,879,218. Not signed. Proposed, with a deadline for rivals. Gothamist and Them both describe it that way.

That is the whole correction, and it matters more than it sounds. "Signed" makes it a done deal to be outraged about. "Intends to negotiate" makes it a city filling a hole, in public, with a ten-day window for anyone else to offer.

why there is a hole

The money is the biggest piece of the $15 million gender-affirming care initiative Mayor Zohran Mamdani announced in June, Gothamist reports. Since then the big hospitals have left the building. We wrote about how Mount Sinai won in court and folded anyway, and about NYU Langone settling with the DOJ on its way out of youth care. Mamdani said those settlements "politicize families' most private medical decisions, vilify lifesaving care, and undermine professional medical judgment," per Gothamist.

The Post did find one voice to quote. Gerard Kassar, the state Conservative Party chairman, told it the city is "making an ideological decision instead of a medical decision" and that "New York City thinks it is its own national government." Neither the mayor's office nor the Health Department commented to the Post or to Gothamist.

So here is where it stands. The hospitals walked. Callen-Lorde, a name every queer New Yorker with a health card already knows, is first in line to pick the kids up. And if the Post wants to be there when something actually gets signed, it has until Oct. 16 to start reading The City Record like the rest of us.
